Проблеми міграції українців під час війни в матеріалах «Deutshe Welle»

Abstract

У статті проаналізовано матеріали німецького телерадіомовника «Deutche Welle» (DW),де висвітлено проблему масової міграції українців унаслідок війни. Показано, що війна, яку розв’язала Росія проти України 2022 року, викликала найбільшу гуманітарну кризу в Європі після Другої світової війни, що спричинило численні проблеми, пов’язані з розміщенням, утриманням, наданням роботи, навчання та опіки мільйонам українських біженців. Описано досвід висвітлення українською редакцією DW питань українських мігрантів у Німеччині впродовж 2024 року, щоби продемонструвати ставлення німецької влади та суспільства до цієї масштабної проблеми, яка продовжує зростати через продовження російсько-української війни. Детально розглянуто значну частину матеріалів, у яких українська редакція DW ретельно відстежує та висвітлює дії уряду в цьому напрямку та відповідну реакцію громадян. Зафіксовано, що матеріали, пов’язані з перебуванням українських біженців у Німеччині, з’являлися в більшості постійних редакційних рубрик. Простежено, що головною темою, до якої постійно поверталися журналісти DW, було працевлаштування українських біженців. У матеріалах української редакції DW завжди наголошується, що знайти роботу їм дуже непросто і на це є вагомі причини: обов’язкове знання німецької мови, яку українцям важко вивчити за короткий час; їм здебільшого пропонують місця на низькооплачуваних вакансіях, серед біженців чимала кількість літніх людей та дітей. Матеріали української редакції DW демонструють, що питання українських біженців зчаста викликають у Німеччині полярні відгуки, і показують кардинально різне ставлення до них політиків та суспільства. Частина німецьких політиків, постійно наполягаючи на збільшенні військової допомоги українській армії, дуже критично оцінює соціальні виплати українським біженцям на рівні німецьких громадян і пропонує прирівняти їхній статус до мігрантів з усіх інших країн. Проблеми різного рівня, які показують життя українських біженців у Німеччині, знаходять своє відображення в матеріалах української редакції DW, які підтверджують, наскільки серйозно німецька влада сприймає нинішню масштабну українську еміграційну кризу. The article analyzes the materials of the German broadcaster Deutsche Welle that highlight the problem of mass migration of Ukrainians due to the war. It is demonstrated that the war unleashed by Russia against Ukraine in 2022 triggered the largest humanitarian crisis in Europe since World War II leading to numerous challenges related to the accommodation, support, employment, education, and care of millions of Ukrainian refugees. The article describes the experience of the Ukrainian editorial office of DW in covering the issues faced by Ukrainian migrants in Germany throughout 2024, aimed at showcasing the attitude of the German authorities and society toward this escalating problem, which continues to grow as the Russia-Ukraine war persists. A significant portion of the materials is reviewed in detail, where the Ukrainian editorial office of DW thoroughly tracks and reports on government actions in this area and the corresponding public reaction. It was noted that the issues related to the stay of Ukrainian refugees in Germany were featured across most of the regular editorial sections. It was observed that the primary topic, repeatedly addressed by DW journalists, was the employment of Ukrainian refugees. The materials of the Ukrainian editorial office of DW consistently emphasize that finding a job is very difficult for them and there are valid reasons for that: the mandatory knowledge of the German language, which is difficult for Ukrainians to learn in a short time; they are mostly offered low-paid job opportunities; there is a considerable amount of elderly people and children among refugees. The materials of the Ukrainian editorial office of DW demonstrate that the issue of Ukrainian refugees often evokes polar responses in Germany, demonstrating radically different attitudes towards them among politicians and society. Some German politicians, while constantly advocating for increased military aid to the Ukrainian army, are very critical of the provision of social benefits to Ukrainian refugees at the same level as German citizens and propose equating their status with that of migrants from other countries. The problems of various levels that show the life of Ukrainian refugees in Germany are reflected in the materials of the Ukrainian editorial office of DW, confirming how seriously the German authorities perceive the current large-scale Ukrainian emigration crisis.
