Інформаційні спеціальні операції: особливості реалізації в сучасних умовах

Abstract

У статті аналізуються особливості реалізації інформаційних спеціальних операцій у сучасних умовах. Зростання ролі інформаційних технологій і засобів масової інформації привело до поступового переходу конфліктів від суто збройного протиборства в інформаційний простір, із застосуванням спеціальних інформаційних операцій. Інформаційні спеціальні операції, що являють собою сплановані дії, спрямовані на ворожу, дружню або нейтральну аудиторію, які передбачають вплив на її свідомість і поведінку за допомогою використання організованої інформації та інформаційних технологій для досягнення визначеної мети, нині є вагомим компонентом інформаційних війн. Їхніми основними об’єктами впливу стають: по-перше, психіка представників політичної еліти; по-друге, населення держав, що перебувають у конфронтації, а також система формування суспільної свідомості, думки; по-третє, ухвалення державно-управлінських рішень у сфері національної безпеки. Серед основних завдань: унесення у свідомість ворожих, шкідливих ідей і поглядів; дезорієнтації та дезінформації мас; послаблення визначених переконань, устоїв; залякування свого народу образом ворога; залякування супротивника своєю могутністю; забезпечення ринку збуту для своєї економіки. Серед методів: дезінформація, тобто оманливий вплив на суб’єкта з метою спонукання його до запрограмованих дій; пропаганда – поширення різних ідей із метою впровадження їх у громадську думку та використання в масовій практичній діяльності населення; психологічний тиск, що передбачає залякування і агресивні дії щодо громадян, з метою примусу до дій за визначеною схемою; маніпулювання, яке полягає у впливі на психіку людини (здебільшого непомітному) та має на меті зміну напряму активності особи, на яку діє цей вплив; інформаційний тероризм, що передбачає особливий вплив на окремі групи в суспільстві й органи влади, який виражається в застосуванні погроз, залякувань, розправ і вбивств, супроводжується викривленням об’єктивної інформації; поширення чуток – діяльність щодо поширення різної інформації (переважно неправдивої) серед широких верств населення здебільшого неофіційними каналами з метою дезорганізації суспільства та держави або ж їхніх окремих установ чи організацій; диверсифікація громадської думки – розпорошення уваги панівної еліти держави на різні штучно акцентовані проблеми й відволікання тим самим від вирішення нагальних першочергових завдань The article analyzes the features of the implementation of information special operations in modern conditions. The growth of the role of information technologies and mass media has led to the gradual transition of conflicts from purely armed confrontation to the information space, with the use of special information operations. Being planned actions aimed at a hostile, friendly or neutral audience, which involve influencing its consciousness and behavior through the use of organized information and information technologies to achieve a certain goal, today information special operations are a significant component of information wars. Their main objects of influence are: first, the psyche of representatives of the political elite; second, the population of the confronting states, as well as the system of forming public consciousness and opinion; third, the adoption of state and administrative decisions in the field of national security. Among the main tasks: introducing hostile, harmful ideas and views into the consciousness; disorientation and disinformation of the masses; weakening certain beliefs, foundations; intimidating one’s people with the image of an enemy; intimidating the enemy with one’s power; providing a market for one’s economy. Among the methods: disinformation, that is, misleading influence on a subject in order to induce him to take programmed actions; propaganda – the dissemination of various ideas in order to introduce them into public opinion and use them in the mass practical activities of the population; psychological pressure, which involves intimidation and aggressive actions against citizens, with the aim of forcing them to act according to a certain scheme; manipulation, which consists in influencing the human psyche (mostly imperceptibly) and aims to change the direction of the activity of the person on whom this influence is exerted; information terrorism, which involves a special influence on certain groups in society and government bodies, which is expressed in the use of threats, intimidation, reprisals and murders and is accompanied by the distortion of objective information; Rumor spreading – activity of spreading various information (mostly false) among the broad masses of the population, mostly through unofficial channels, with the aim of disorganizing society and the state or their individual institutions or organizations; diversification of public opinion – scattering the attention of the ruling elite of the state on various artificially emphasized problems and thereby distracting them from solving urgent priority tasks.
