Державне регулювання ресторанного бізнесу в Україні: регіональна специфіка

Abstract

У даній статті проведено дослідження сучасного стану ресторанного бізнесу в Україні з урахуванням його регіональної специфіки. Розвиток готельно-ресторанного бізнесу надзвичайно залежить від умов ринкового середовища, оскільки ця галузь прямо пов'язана зі сферою обслуговування споживачів та підпорядкована впливу різних факторів ринкової економіки. Одним з найважливіших аспектів є кон'юнктура ринкового середовища і його постійні зміни, а також загальний стан конкурентоспроможності підприємств у цій галузі. Метою статті є аналіз специфіки регіонального аспекту публічного управління ресторанним бізнесом для забезпечення його ефективного розвитку. В Україні існує значна кількість нормативно-правових актів, що регулюють сферу обслуговування, але їх ефективність залишається питанням під сумнівом, а деякі з них не мають механізму для їх реалізації. Варто зазначити, що наразі відсутній єдиний комплексний нормативно-правовий акт, що регулював би діяльність суб'єктів готельно-ресторанного бізнесу. Вивчено регуляторні механізми, що впливають на функціонування ресторанної сфери. З'ясовано регіональні відмінності в державному регулюванні ресторанного бізнесу в Україні та проаналізовано ефективність державних заходів щодо підтримки та розвитку ресторанного сектору на регіональному рівні. На основі отриманих результатів висунуто рекомендації щодо поліпшення державного регулювання ресторанної галузі в різних регіонах України. Отже, державне регулювання ресторанного господарства в Україні з регіональним аспектом є складною та багатогранною проблемою. Регіональна специфіка впливає на розвиток та функціонування ресторанного бізнесу, враховуючи особливості культури, гастрономічних традицій та попиту на місцевому рівні. Розширення горизонтів і впровадження інноваційних підходів, таких як використання нових технологій, розробка оригінальних меню та концепцій, сприятимуть залученню нових клієнтів та підвищенню конкурентоспроможності ресторанів у регіонах. This article examines the current state of the restaurant business in Ukraine, taking into account its regional specifics. The development of the hotel and restaurant business is extremely dependent on the conditions of the market environment, as this industry is directly related to the sphere of consumer service and is subject to the influence of various factors of the market economy. One of the most important aspects is the conjuncture of the market environment and its constant changes, as well as the general state of competitiveness of enterprises in this field. The purpose of the article is to analyze the specifics of the regional aspect of public management of the restaurant business to ensure its effective development. In Ukraine, there is a significant number of regulatory and legal acts regulating the field of service, but their effectiveness remains a matter of doubt, and some of them do not have a mechanism for their implementation. It is worth noting that there is currently no single comprehensive legal act that would regulate the activities of hotel and restaurant business entities. The regulatory mechanisms affecting the functioning of the restaurant sector have been studied. Regional differences in the state regulation of the restaurant business in Ukraine are clarified and the effectiveness of state measures to support and develop the restaurant sector at the regional level is analyzed. Based on the obtained results,recommendations were put forward to improve state regulation of the restaurant industry in different regions of Ukraine. Therefore, state regulation of the restaurant industry in Ukraine with a regional aspect is a complex and multifaceted problem. Regional specificity affects the development and functioning of the restaurant business, considering the peculiarities of culture, gastronomic traditions, and demand at the local level. Expanding horizons and introducing innovative approaches, such as the use of new technologies, the development of original menus and concepts, will contribute to attracting new customers and increasing the competitiveness of restaurants in the regions.
